Verkhovna Rada of Ukraine condemns the intervention into the territory of Ukraine

On March 2, 2014 Verkhovna Rada of Ukraine (the Parliament of Ukraine) adopted resolution concerning the Address of Verkhovna Rada of Ukraine.

Based on the objectives and principles enshrined in Articles 1, 2 and 5 of the Charter of the United Nations, Verkhovna Rada of Ukraine stated:

1. Ukraine is a sovereign and independent state, with integral and inviolable territory, and any military intervention into the internal affairs of our country is unacceptable;

2. Autonomous Republic of Crimea is an integral part of Ukraine. The territory of Crimea is covered by the Constitution of Ukraine and laws of Ukraine;

3. The inadmissibility of territorial claims to Ukraine is secured and guaranteed by the Budapest Memorandum of 1994 as well as by the Treaty of Friendship, Cooperation and Partnership between Ukraine and the Russian Federation of 1997;

4. The demand of strict enforcement of basic agreements on the Black Sea Fleet of the Russian Federation on the territory of Ukraine. Namely, the immediate withdrawal of troops to the places of their stationing. Any movement of troops, equipment and weapons should be made only under the authorisation of the respective Ukrainian officials in accordance with the above-mentioned agreements and legislation of Ukraine.

5. Verkhovna Rada urges the President of the Russian Federation Putin to prevent the intervention of the Armed Forces of the Russian Federation into the territory of Ukraine.

6. Ukraine guarantees the protection of fundamental rights and freedoms of all citizens living in Ukraine, including the right to free use of speech, freedom of religion and belief.

7. Local referenda can only be hold in accordance with the Constitution of Ukraine and the Special Law.

8. Any conflict should be resolved exclusively by peaceful means without the use of force, with the participation of international mediation of the OSCE, UN, Council of Europe, EU, CIS and Signatories of the Budapest Memorandum.

9. Ukraine adheres to all previously signed treaties and agreements and will ensure fair and transparent presidential elections with the participation of the international observers.

10. The adoption of this Resolution is an expression of the will and unity of all Ukrainian people - citizens of all nationalities.
